Program Development Manager for Energy Efficiency Navigator Pilot

Date: Open through January 15, 2024 or until filled, desired start by late January or early February. Review of applications will be on a rolling basis.
Fair Labor Standards Act (FLSA) status: Regular full time, exempt
Work Hours: Consistent 9am-5pm daytime availability, with flexibility to take the occasional evening or weekend schedules to attend community meetings as needed.
Location: Regular in-person work with communities in St. Paul & Minneapolis, with hybrid options for solo work at shared office space in the Seward neighborhood of Minneapolis.
Salary Range: $75,000-$85,000 annual salary, based on experience

Primary Purpose
Community Power is looking for a Program Development Manager to develop and coordinate the Energy Efficiency Navigator program in collaboration with the Twin Cities Energy Efficiency Cohort (TCEEC). The Navigator pilot program aims to improve access to the cost-savings, health, and safety benefits of energy efficiency programs by providing culturally relevant, community-rooted outreach and support to residents as they navigate the highly complex network of Minnesota energy efficiency programs. This Program Development Manager Role will focus on implementing the US Department of Energy’s Buildings Upgrade Prize to coordinate, on-board, and support community-based navigators, host sites, trainers and program ambassadors. This role is initially funded for a 2-year period focused on program design and establishing operational partnerships (navigators, host sites, trainers, ambassadors, evaluators) with the expectation that Community Power will receive further funding from Phase 2 of the Buildings Upgrade Challenge (and organize funding from other sources) to extend this role as we launch a program in early 2025.

Organization & Project Background
Community Power is a Minneapolis-rooted energy democracy (501c3) organization that supports local communities to build a clean, local, equitable, affordable, and reliable energy system. We work with residents, community-based organizations, and local leaders across Minnesota. The Twin Cities Energy Efficiency Cohort (TCEEC or “the Cohort”) (a project co-led and co-created by Community Power)’s work is centered on the energy needs, voices, and
perspectives of low-income, renter, and BIPOC communities. The Cohort is composed of a Planning Team and community leaders representing the voices from neighborhood organizations, advocacy groups, culturally specific organizations, and individuals representing these communities.

The Navigator Pilot (a project of TCEEC): Energy Efficiency Navigators will engage and support homeowners, renters, and rental property owners throughout the energy efficiency upgrade and weatherization process beginning with a home energy assessment through implementing recommended upgrades (upgrades include but are not limited to: ventilation, mold/asbestos/lead remediation, and roofing repairs; weatherization and building envelope improvements; hot water and space heating/cooling heat pumps, efficient appliances including electrification)

Program Development Manager Duties
The Program Development Manager will focus on building relationships and interacting with community partners, industry, academic, and government partners to develop and implement the Navigator pilot program. The Program Development Manager will co-lead the TCEEC Planning Team to implement a successful pilot program that will be ready to scale-up to be a full, long-term program. The Program Development Manager will report to the Community Power Co-Lead for this program and Community Power Co-Director, balancing federal grant compliance with local program needs and advising from community partners.

Working with the supervisor and organizational partners, develop and implement a multi-year project plan to target 1,000+ residential households for weatherization and efficient electrification over 5 years including but not limited to:

Design a Navigator pilot program collaboratively with key partners – 40%

  • Lead and ensure completion of the design of the Navigator pilot
  • Identify and secure partnerships needed for training and running the program
  • Co-develop sustainable training materials for navigators, ambassadors, and host
    sites
  • With academic partners, create an evaluation matrix and monitor/report progress
  • Support the development of communication vehicles for community outreach of the
    program
  • Create and implement progress reporting procedures for host sites & navigators
  • Develop a Quality Assurance Project Plan (QAPP) as instructed by the US Environmental Protection Agency (EPA)

Coordinate the Implementation of the pilot – 50%

  • Facilitate and coordinate teams, stakeholder/advisor meetings, and focus groups
    during design and implementation phases
  • Plan and run trainings, check-ins with Navigators, ambassadors, and host-sites
  • Modify programming as needed to improve program outcomes, documenting the
    change process
  • Identify and initiate outside contractors as needed (graphic designers, website
    design, etc)

Support the future resourcing of the Navigator program – 10%

  • Work with partners to secure a robust plan to scale-up program in three years
  • Participate in future funding and resourcing efforts
  • Report to funders and partners at least annually on progress toward objectives,successes, barriers and new learnings
  • Build connections with the state agencies, regulators, and utility staff to share the work and insights of TCEEC and the navigator program
  • Review expenditures monthly and ensure compliance with State and Federal regulations

Minimum Qualifications

  • 3+ years of relevant experience in project management – high level of organizational
    and program management skills; ability to manage self and teams, stakeholders, and
    interrelated parts of a project
  • 2+ years experience designing training programs, curriculum, and/or meetings to
    support the learning of participants
  • Team player and coach mentality
  • Excellent communication skills; proven ability to write and speak in a clear and concise fashion
  • Facilitation skills – ability to guide meetings, solicit meaningful participation/ consensus/ feedback; ability to derive synthesis, next steps from complex and nuanced conversations
  • Ability to retain and integrate complex and detailed information to build a cohesive program design
  • Interpersonal skills and ability to communicate and develop relationships with diverse groups of people to grow residents’ engagement in energy democracy
  • Dedication to environmental justice, systems change, working with community-based organizations, and empowering culturally diverse communities

Desired Qualifications

  • 6+ years of relevant experience (project management, community-based work)
  • Existing relationships with key stakeholders, neighborhood and community groups
  • Familiarity with Affordable Housing; Energy Efficiency; federal income-qualified programs incentive/rebate programs in the Twin Cities
  • Experience with systems-thinking
  • Experience working in a highly collaborative, non-profit setting with a
    mission-driven staff and board, and coalitions
  • Degrees and/or experience in related fields such as energy and the environment, political science, communications, etc.
  • Familiarity with federal grants reporting

Compensation
This position is a full time salaried position working with a team based in the Twin Cities area of Minneapolis. Position includes employer-reimbursed health/dental plan through the MNSure exchange (silver plans), paid sick days, vacation, holiday, parental, & bereavement leave. Salary is commensurate with experience, beginning at $75,000. Mileage reimbursements for travel and incentives for biking/bussing are also available.
